recuse herself, nor did she say she would accept the FBI's recommendations
on what to do with charges against Hillton. What Lynch said: "I
fully expect to accept their recommendations."

-- every word counts. She did not say "I have recused myself."
and she did not say "I will accept the FBI's
recommendations." And she certainly has not appointed a special
investigator, which would have been the proper and honorable thing to do.
Just the fact that Billton was the one who appointed her as a US attorney
was more than enough reason for Lynch to turn the investigation over to an
independent investigator from the get-go.
